1. 軍事大国間での兵器の開発、生産、備蓄の競争。特に、核兵器などの大量破壊兵器に関する競争を指すことが多い。

各国が自国の安全保障を強化するため、他国を上回る軍事力を獲得しようと、兵器の開発や増産を競い合う状態を指します。特に冷戦期に顕著でした。
