1. (文書などの)編集、校訂、草稿作成、(特に機密情報の)削除、墨塗り。

文書を特定の目的のために準備する過程で、内容を編集したり、不要な部分や機密情報を削除したりすることを指します。特に、公開前に情報を精査し、特定の部分を隠す（墨塗りする）行為で使われます。
