文脈や口調によっては、文字通りの幸運を祈るのではなく、相手の困難や失敗を予測し、皮肉や諦めを込めて「せいぜい頑張ってね」という意味で使われることがあります。

Go ahead and try to fix it without reading the manual. Wish you all the best. (マニュアルを読まずに自分で直してみなよ。まあ頑張ってね（どうせ無理だろうけど）。)

You think you can finish this project by tomorrow? Wish you all the best. (明日までにこのプロジェクト終わらせられると思ってるの？せいぜい頑張りなよ（不可能だろうけど）。)
