必要以上にたくさん話す人、または常に話し続けている人を指す言葉です。やや軽蔑的なニュアンスを含むこともありますが、単に「おしゃべり」という特徴を表す場合もあります。

My little sister is a real chatterbox, she never stops talking. (私の妹は本当に話し好きで、ずっとしゃべり続けている。)
