1. 「～はどうですか」「～しませんか」と提案や誘いをする際の表現。

相手に新しいアイデアや行動、計画などを提案したり、一緒に何かをすることを誘ったりする際に使われます。相手の意向を尋ねるニュアンスが含まれます。
