1. 基準に達する、期待に応える

何かに対する期待や、特定の基準に達しているかどうかを評価する際に使われます。その人や物が、求められる水準に達していることを意味します。

He didn't quite measure up to his parents' expectations. (彼は両親の期待に十分に応えられなかった。)

• He: 「彼」という男性を指します。
• didn't quite: 「完全に～しなかった」や「十分に～しなかった」という否定的な程度を表します。
• measure up: 基準に達する、期待に応える。
• to his parents' expectations: 彼の両親の期待。

2. (他と比較して) 同等である、引けを取らない

ある物や人が、別の物や人と比較した際に、同等かそれ以上の品質や能力を持っていることを表します。劣っていない、あるいは匹敵するというニュアンスです。

His performance didn't measure up to his previous record. (彼のパフォーマンスは、以前の記録には及ばなかった。)
