1. 困難または不確実な状況で、最善の結果になることを強く願うこと。

状況が厳しい、あるいはどうなるか全く予測できないような場面で、「何もかも上手くいってほしい」「最善の結果になってほしい」と強く願う気持ちを表す決まり文句です。特に、自分で状況をコントロールできない場合に用いられます。

The situation looks bad, but let's just hope for the best. (状況は悪そうだが、とにかく最善を願おう。)
