1. 会社や組織で働く人々、職員、社員、人員。

会社、軍隊、政府機関など、特定の組織で働く人々の集まりを指す集合名詞です。一人ではなく、グループ全体をまとめて言う場合に特に使われます。数えられない名詞として扱われることが多いですが、場合によっては複数形として扱われることもあります。

The company is hiring new personnel. (その会社は新しい職員を募集しています。)

• The company: その会社を指します。
• is hiring: 募集している状態を表します。（現在進行形）
• new personnel: 新しい職員や人員を指します。

All personnel are requested to attend the meeting. (全職員に出席を求めます。)

• All personnel: 全ての職員や人員を指します。
• are requested: 求められている、依頼されている状態を表します。（受け身形）
• to attend: ～に出席すること
• the meeting: その会議を指します。

Military personnel require special training. (軍関係者は特別な訓練が必要です。)

• Military personnel: 軍関係者、軍人を指します。
• require: 必要とする
• special training: 特別な訓練を指します。

2. 組織内で人事管理を行う部門、人事部。

採用、研修、給与計算、福利厚生など、従業員に関わる業務を扱う組織内の部署を指します。Human Resources (HR) とも呼ばれます。
