特定の人や情報源を明示せずに、世間一般で言われていること、または噂として広まっている事柄を伝える際に使います。話し手自身がその情報の真偽を保証するわけではない、というニュアンスを含みます。

They say it's going to rain tomorrow. (明日は雨が降るそうだ。)

• it's: it is の短縮形。「それは～だ」という状態を表します。
