「hooligan」を短縮した非公式な言葉で、公共の場で騒ぎを起こしたり、暴力的行為に及んだりする人物を指します。特にスポーツの試合などで問題を起こすファンに対して使われることが多いです。

Those young hools are always causing trouble. (あの若いちんぴらたちはいつも問題を起こしている。)
