1. 災害対応や緊急事態の現場で、指揮・統制を行う最高責任者。

事故、災害、ITシステムの障害など、あらゆる「インシデント（出来事、事象）」が発生した際に、その解決に向けて全ての資源と人員を指揮・統制する最高位の役職者を指します。全体の戦略を決定し、実行を監督します。
