1. 複数の個人が共通の利益のために協力すべき状況で、個人の合理的な行動が全体としての非効率的な結果をもたらす問題。

集団行動のジレンマとも呼ばれ、個々のメンバーが自己の利益を追求するあまり、結果として全員にとって望ましくない状況が生まれる現象を指します。例えば、共有資源の乱用や、公共財の供給不足などがこれに該当します。
